  Neurotechnology , a rapidly growing field focused on understanding and interacting with the brain, has transformed medicine through innovations like brain stimulation and neuroimaging. It has greatly advanced treatment for neurological disorders and is expanding into new areas beyond healthcare. However, UNESCO highlights tha t neurotechnology also raises serious ethical concerns — especially as it can access and manipulate brain activity, revealing personal information about identity, emotions, and thoughts. When combined with artificial intelligence, it poses risks to human dignity, autonomy, and mental privacy. To address this, UNESCO promotes international reflection and the development of ethical regulations to ensure neurotechnology serves humanity responsibly.   As wearable devices begin to tap into our mental states, UN experts warn that without ethical safeguards, the right to freedom of thought could be the latest casualty of unchecked innovation . It seems like science fiction, or even magic: the ability to communicate, control a computer or move a robotic limb via the power of thought . However, it’s not only possible, it’s already transforming the lives of patients with severe disabilities. In 2024 , an audience at a UN conference in Geneva sat astounded as a young man in Portugal with “ locked in syndrome ” – a neurological disorder that left him unable to move any part of his body – was able to “speak” to them, using a brain-computer interface (BCI) that translated his thoughts into words, spoken in his voice, and answer their questions.   There is no "UN Neurorights treaty" yet, but there is a growing international push for one due to advancements in neurotechnology. Proponents advocate for a framework of "neurorights" to protect human dignity and autonomy, focusing on areas like mental privacy, cognitive liberty, and equal access to neuro-enhancements. This movement has led to actions like the 2022 UN Human Rights Council resolution on neurotechnologie s and a 2021 constitutional amendment in Chile, but a specific UN treaty has not been finalized.
